Here's a snippet from the bill:

SIXTEEN to seventeen per centum
of the total deposits in pools resulting from on-track regular bets, and EIGHTEEN AND ONE-HALF to twenty-one per centum of  the  total deposits  in pools resulting from on-track multiple bets and TWENTY-SIX per  centum  of  the  total  deposits  in  pools resulting  from on-track exotic bets and SIXTEEN to thirty-six per centum of the total deposits in pools resulting from on-track  super exotic  bets, AND TWENTY-SIX TO THIRTY-SIX PER CENTUM WHEN SUCH ON-TRACK SUPER EXOTIC BETTING POOLS ARE CARRIED FORWARD,  plus the breaks.

There are many issues in New York with regard to racing.  NYRA which is charged with running the show at the state level has just been through a bankruptcy.  NYC OTB is being operated under some rescue plan.  Slots have been authorized to be placed in operation at Aqueduct but for some reason have been delayed while the number of NY license plates in the Atlantic City parking lots remains higher than plates from all other states combined!

It's hard to perceive as an outsider and a non-New Yorker what else could go wrong here, but it's clear from this legislation that it's intended that the books are going to balanced on the backs of the horseplayers by raising takeout on all bets and by administering a surcharge on all winning wagers made through any of the state's OTB outlets
