Much of the early work on this "project" involves a survey of the states that have pari-mutuel wagering and determining how takeout rates are established (legislation, racing commission, racetracks, etc.).  And, similarly, we need to understand under what jurisdiction(s) the application of payoff breakage falls.

In many cases there may be horseplayers who already know the answer to these questions in one or more states and where that knowledge already exists a simple email link is provided here so that you can point us in the right direction.  Send the email to info@trackthieves.com.  Tell us the state and the info on takeout or breakage that you have.  If there are links to web pages that provide more details, please provide those links, too.
