Bet a horse (or dog) and go to jail!

Arizona Law Makes Taking Account Bets a Felony
Who are these people?
Among the supporters are representatives of Turf Paradise, Yavapai Downs, the Yavapai Downs County Fair Association, the Arizona Horsemen’s Benevolent and Protective Association, and the Arizona Thoroughbred Breeders Association. And, the following members of the Arizona legislature "sponsored" the bill:
Rep Lucy Mason (R), Dist 1
Rep Andrew Tobin (R), Dist 1
Rep Michele Reagan (R), Dist 8
Rep Jerry Weiers (R), Dist 12
Rep Bill Konopnicki (R), Dist 5
Rep John McComish (R), Dist 20
Sen Tom O'Halleran (R), Dist 1
Sen Robert Blendu (R), Dist 12
So let's say we have an arthiritis-impaired seventysomething (Arizona has a few of those) who wants to watch the Breeders Cup or the Derby on TV and bet a few bucks with a legitimate ADW outfit but he can't because if he makes the bet, he goes to jail; and, if the ADW outfit takes the bet, they go to jail. This is good law?
And, which problem is this legislation and punitive action solving? No horseplayer in his/her right mind would give a penny to support any horse racing venue in this state. And that is the precise recommendation from this site: They don't get diddley!
